What would you politely say when a waiter is rude to you?
I asked a waiter where the fork is.
He: isn't that on the table?
What would you say?

First of all, it’s not clear why you think the waiter is being rude. I’d recommend you simply tell him you can’t seem to find it (the fork), and ask if he could please point it out to you. “I’m sorry, it’s just that I can’t seem to find it, so do you think you could please point it out to me?”
