Can the word "challenged" be considered as a suffix? If so, could you show me some more examples (e.g. technologically challenged)

No, it's not a suffix.
'Challenged' is an adjective (modifying an implied person), while 'technologically' is an adverb modifying this adjective.

No! 'challenged' would be considered as an 'ed' adjective in this situation. You can't say that the 'ed' is a suffix
