What does "assess in the form of pulse checks" mean?
The sentence is "The performance objectives should be assessed in the form of pulse checks or progress"

It’s not a set phrase. It’s hard to say without context, but I believe it means the assessment is very superficial. A pulse-check means you check to make sure someone has a pulse, which they will if they are alive. In other words, the only requirement to pass the assessment is that you have a pulse. Again, without context, my interpretation could easily be wrong.
