What does it mean? She thanks people, standing on the side porch of the church in a blue coat that spreads over her rounded behind, but is not long enough to cover the rest of the green flowered dress that "sticks to her nylons with static cling". Could anyone tell me what the last few words mean in the context?

Her dress is clinging or sticking to her legs .... or rather clinging/adhering/sticking to the nylons (hosiery/stockings) that she is wearing on her legs. This dress is clinging or sticking to her nylons/hosiery/stockings because of static electricity or static charge that has built up on her (like when you rub carpet sometimes, then touch something and there is a little zap)
