What does adopt a decision” mean?
Does it mean they will take an existing decision? or they will make a decision by themselves?

The word adopt in general means to take something that's not yours and accept it as your own. You can adopt a child, an animal, a philosophy, an approach, a decision etc. "Adopt a decision" is not a specific phrase that people use a lot. You can just remember what "adopt" means.
