Your question isn't clear. You could use quotation marks to make it more obvious which part you are asking about and which part is your question. If you are asking about "Impact can you on a situation", that is not an English sentence. Kevin had a guess at a more natural version of that.

Privet, I think you mean "impact you can have on a situation." This means how you can change a situation.
