what is the difference? are they the same?

Hi.
The difference between these adjectives is the intensity of them. Холодный means cold, прохладный means condition between warm and cold.
When the wether is not warm enough, but there isn't cold outside at the same time you say:
-Погода сегодня прохладная.
You can also use sentence with adverb:
- На улице сегодня прохладно.
