"A victory lap" refers to a trip around a race track that the winner travels immediately after winning. It is a celebration lap (a lap is one trip around a race track).

That's not a common phrase. A "victory lap" is another lap after you win a race. That is, you go around the track another time after you win. Often this is used figuratively. Usually the phrase is "take a victory lap".
