What does 'formalisation of documents ' mean?

'formalisation of documents' essentially means putting working (temporary) documents into their final form .... usually with a view that they can be signed or accepted by the parties involved. An example of this are two commercial parties negotiating on a contract. Various documents may be exchanged, but it is not until these documents are 'formalised' that the parties are ready to sign.
