Food as fuel simply means it provides your body energy to carry out daily activities. Food as pleasure means the food tastes well and you eat for self satisfaction.

When food is referred to as fuel it is referring to food giving you the nutrients and vitamins to give you energy to perform tasks. When food is mentioned as giving pleasure, more of a focus is on how it tastes, giving you pleasure.
