What does "killer litter"mean? Does it mean "litter fallen thrown or falling from high-rise building" or "any objects thrown or falling from high-rise building"?
And I wonder that if this term a terminology or not. Can I use it in a legal thesis?

"killer litter" refers to anything thrown from a high place. For example, someone on the 20th floor of his apartment building throws trash out of his window into the alley below. There are people walking down the alley under this window and this trash lands on their heads. For these people, this trash was "killer litter." I wouldn't use it in a legal thesis because this is a slang term.
