Humungous Bighead...

I have 2 questions:
1) What is HB? As I understand it is not Humungous Bighead.
2) What is Humungous Bighead. As I understand it game of words: humungous is something + enormous and bighead is big + head + probably, there is some more point here.
So, it is a joke of two hilarious twins Fred and George, isn't it, but I can't understand it :(

HB stands for Head Boy. Percy was given that honor, so Fred and George are teasing him about it. Humongous means enormous, as you said. Somebody with a big head is arrogant. You can also turn “big head” into an adjective and say “he is big headed”, which means the same thing.
