What is the difference between to retract and to withdraw?
Can someone please explain the difference between these two words to me please? Can I say “US retracted its troops”?

In that statement regarding troops we usually only say "withdrew"...
Retract is to withdraw or go back on... usually used with something you have written or said.
Of course there are exceptions to my general examples, but for your specific question, use withdrew.
