How do you describe a person’s height in English?
If a person is 182cm, can I say he is 1 meter and 82 centimeters tall? Or I can only say he is 6 feet tall?

Yes you can and among my international friends I refer to my height in centimeters (in your example I would say I am 182cm tall). But Americans like myself really don't generally have a sense of how tall that is. We prefer using feet and inches, in which case you would say "he is six feet two (inches)". So it depends on which English-speaking country you're referring to.
