What does play out mean? is it mean work successful? ??Thank you so much.

Think of a game in progress. You don't know how it will finish, but watching the progress is the interesting part. So the situation "plays out", like a game of football.
It does not guarantee a successful result, however.

It can also mean the end result.

When you use the word 'play out' in a sentence it means the same as 'work out in the end' or 'be successful'

like,
ex) "How will the high school dance play out?"(How will the high school dance work out in the end?)
"...and how it might play out in South Africa" (...and how it might be successful in South Africa)
