What is the difference between 'deputy' and 'vice'?

They are associated with specific public and private offices.
You just have to memorize when to use each one.
Example:
A president has a vice-president but a sheriff can have one or more deputies.
Other examples include:
Vice-admiral, Vice-chairman, Deputy Director, Deputy Chief-of-Staff
