You can't get 7 (or 6 or 5) by just learning vocabulary, but supposing you already know the whole grammar and and you're rather fluent in everyday speech, you'll need a minimum of 4000 words to get a score around 7. However, that doesn't mean just 4000 random words. You have to start from the most frequent words and go down the list.
I suggest instead of thinking of the number of words, take regular General English lessons ( NOT the so-called IELTS preparation courses) up to at least upper-intermediate level. Also read extensively and watch movies (even the stupid TV soaps) and practice your speaking as often as you can.

Hi. There are no quick tricks to getting a score of 7 in every section of IELTS, or even just an overall band score of 7. Here is a video example of IELTS speaker who got a score of 7.
