It's correct when you are asking about people. Dónde están ellos? But if you are in the middle of some dialog you can say Dónde están? For example; Juan y Antonio no han llegado todavía. Dónde están?

es correcto lo que tu escribes, Dónde están ellos? también puedes decir: Adónde están ellos?
