Is the word "moikka" used to say hello and/or good bye ??

Usually the logic is to use "hei" or "moi" for hi and "hei hei" or "moi moi", "moikka" as well for goodbye. But usually especially natives tend to use whatever word they like in any occasion, it does not really matter so much which one you choose to use. :D

It's an informal way to say goodbye. "Moi" is hello.
