"It has been suggested that...." what does the "suggested" mean? does it mean " imply" or "advise"?
It's a question in ielts test. If "suggested" means "implied" I should answer " True" and if it means "advised" I should answer " False"... So I raised this question..

it means imply or Make a proposal, declare a plan for something

Actually, it completely depends on the rest of the sentence.
e.g.
It has been suggested that I eat less and take more exercise - advice
it has been suggested that I eat too much and don't take enough exercise - implication
