I could say you're talking about the Present perfect Indicative: Presente Perfecto de Indicativo (3ra Persona del Singular) Examples: Ella/El ha comido.

hi, ''ha'' must be accompanied by another syllable, like : hasta, hacia,hacer,hablar, it's a syllable, but alone doesn't mean anything.
