To whip is a verb with a number of meanings so it's difficult to say without a full sentence, but the most commonly used meanings are a) to strike or hit someone or something with repeated strokes often with a strap, lash, rod or whip. b) To beat into a froth or foam 'whip the cream until it is light and fluffy'. c) Informally it is used to mean to defeat, overcome or outdo . 'Our team can whip your team' or d) To steal 'He whipped her purse'.
