The sound of the first S in HOUSES is S or Z?

If we take several words related to "house" - house, houses, housing, housed;
house - how-ss
houses - how-zes (not how-s's)
housing - hou-zing (not how-sing)
housed - hou-zed (not how-s'd)
So in every form except the noun itself, the S becomes a Z. :)
