What tense to use when description a place that is not real
I would like to know when describing a place (for example your dream vacation) that is not real before saying that you are actually imagining (after the description, you say that : this is my dream vacation), can I use present tense ？

I think any tense would work. You could describe it in the past, then say 'but it was a dream', and therefore you were describing a dream you already had. A past continuous would probably work better.
You could certainly use present tense. That would probably be the simplest option.
Even a future tense might work as well.
You choose! If you're not sure, you could write it as a notebook entry, and see if people understand the way you are describing it. If so, feel free to message me to ask me to look. Not everyone who corrects notebook entries actually understand the language well.

maybe you could try something like this: "there would be a place where I can go and...."
