1. The sentence sounds correct. However, you could maybe use "have" or "had" to indicate whether you're talking in past tense or present tense. For example, I have plugged in my cellphone charger (present tense), I had plugged in my cellphone charger (past tense).
2. A better way of saying this would be "I am expecting my cellphone's battery to be fully charged by morning"
3. My cellphone did not charge last night (past tense).
My cellphone was not charging last night (past tense).
My cellphone is not charging tonight (present tense).
My cellphone will not be charged tonight (future tense).
