What does this sentence mean? He feels like he's busy spinning his wheels. Is it mean he is doing his best in his job?

Quite the opposite in fact. "To spin one's wheels" is an idiom meaning "to waste one's time, to not advance or achieve anything." Picture a car stuck in mud or on ice. You hit the gas, and the wheels spin, but because of the mud/ice you don't actually move.
