In the following sentence, how "being" has been used and how can we use in our sentences in a similar construction.
I hear there is a deaf and blind child being educated at the Baltimore Institution.

It's a reduced relative clause. The full thing would be "I hear there is a deaf and blind child who / that is being educated at the Baltimore Institution".
The voice is passive, as GuideDog has said.
Bonus: Take another look at your question. You forgot to use inversion, and you also forgot to include the object of "we use".

It's passive. You could say ...the Baltimore Institution is educating a child.
