A hooligan is generally someone who performs anti-social behaviour, e.g. drinking excessive alcohol, shouting in public, harassing others, sometimes acts of violence.
A Football Hooligan is someone who performs the listed acts whilst involved with or around football. For example, becoming violent with supporters of a different team, using foul language towards another team supporter, etc.
