I just cooked sweet soybeans with tiny fish. When I was an elementary school student, I used to eat it in school lunch. I watched a video on/about how to cook it yesterday, so I wanted to try cooking it. It was very delicious.
There is probably a more specific word for 'tiny fish'. Sardines? Anchovies?
