Can 1/2,1/4 be write as one-second,one-fourth?

Do you mean writing this out as you would say verbally?
I would say the pattern "one third..... Fourth.... Fifth..." works except for 1/2.
For 1/2 you could say "one half" or "half". Or it can be expressed as "fifty percent" I have never heard it as "one-second".
For 1/4 you could say "a fourth" or "one-fourth" or sometimes this is called "a quarter". A quarter is also a coin worth 25 cents (which is 1/4 or a quarter of a dollar).
Similarly....
1/3 -> "a third" or "one third"

When doing arithmetic, you would read this equation
1/2 + 1/4 = 3/4
as "one (or 'a') half plus one (or 'a') fourth equals three fourths".
When talking about cutting a pizza, you would say
"Bob gets half (of it), Sally gets a fourth (or 'a quarter') (of it), and I'll eat the rest."
