Rowley is technically my best friend, but that is definitely subject to change.
What does subject mean here?

Subject to change = it is possible that this will change.
"The location of the meeting next week is subject to change as we're not sure which rooms will be available"
It is normally used in formal/professional contexts (so the speaker is probably saying it in a humorous/ironic way).
