Both are correct. The first choice ("been living") refers to the people who have been RECENTLY living there, and also includes people who are living there right now.
The second choice ("has lived") refers to the people who have EVER lived there, and also includes the people who are living there right now.
If you want to know who is living there right now, neither question will tell you the answer. You would have to ask "Who is living in this house?" or "Who lives in this house?"
