Why does the anthor use "had been put out" to describe an event happened in the past?

it's the past perfect. it explains an event that happened before another event in the past.
event 1 - the fire is put out
event 2 - the forest authorities ordered....

had been put out = Past Perfect (passive), the result in the past in passive condition
