"Make" and "let" are followed by an infinitive without "to". Almost all other verbs require "to". For example:
Let me swim!
Permit me to swim!
George made his son be quiet.
George asked his son to be quiet.

I'd be "George made his son BE quiet in the theatre".
It is always "to make (someone) do something".
