Sometimes I've seen phrases where "have and has" have been missed, for instance:
"I get the UN been busy..."
I wonder if that's a wrong or it's another kind of informal writing.

It's wrong. It's a horrible sentence in many ways. There is nothing to be learned from it, so let's ignore it.
