The tide is the regular rising and falling of the ocean because of the moon and the sun. When it is low tide, there is not enough water in the harbour to sail. He has to wait. When it is high tide, there is enough water and he can sail -- he can leave. When he is asked, "How soon can you sail?", he says, "With the tide.", meaning when the tide is high.
