Able(adjective) is an ability or authority to do something while enable(verb) is to empower someone/something to do.

I often meet enable and disable in different computer programs. It means there to turn on or turn off a feature or a function. Able, as people already said means “can do”, “to have ability to do something”

Enable = make (something) able

Able = can do
可能
Example
The scholarship enabled him to study abroad.
その奨学金で留学する可能にさせた
He is able to study abroad with the scholarship.
彼が留学することができたのはその奨学金おかげだ
