I guess so, if you know what ICTs and LKT mean. :)
Both ICT & LKT are used a adjectives for "concepts".
If ICT means Information and Commumication technology or Information and Computer technology, then it does not need a plural, as you have it on "concepts".

I am not familiar with the abbreviation LKT. But I believe ir depends on the context. However, the ICT needs not to have ICTs.
