In Friends S1E1, when Rachel is watching TV, the priest on TV says,' We are gatherd here to join Joanne Louise Cunningham and Charles, Chachi-Chachi-Chachi, Arcola in the bound of holy matrimony.' Why does he repeat Chachi for 3 times? Is not the character's name Charles Chachi Arcola? (I haven't seen the show, and just google it and it turns out it's Happy Hour.) And Chachi in Spanish means cool. Is there anything to do with it?

They are actually married by Arnold. He runs the diner in Happy Days. He doesn't say 'Chachi' three times because it is his name. He repeats it three times because he knows Chachi well. It's a way of showing affection.

The name of that series is "Happy Days", and it's from the 1970s. I don't remember what (if anything) it had to do with the plot of the "Friends" episode. Could you possibly link to a video clip or to a transcript with some context? My guess is that the priest was simply having trouble remembering or pronouncing the man's name.
