A "Smoother operator" is informal language and is used more in conversation among friends. It is typically referred to someone who is good at getting girls to date them, OR it is used to refer to someone who is good a persuasion.
EXAMPLES:
"Bill has another date this weekend with a different girl. He is a 'smooth operator' when it comes to getting girls' telephone numbers."
"Bill was able to convince his boss that he was SICK and couldn't come to work when he really went out to play golf instead of come into the office. He is a real smooth operator when it comes to getting out of trouble."
