Is #2 grammatically right? The same meaning with #1 ?
#1 is a nice sentence.
#2 is ok. “Or” sounds better to me, but only a little bit. “Never” does not require “nor” (as “neither” would), but “nor” is fine and adds emphasis.

They are both wrong, though #2 more obviously so because of the tense mismatch. And they are awkward.
You never said anything or scolded me.
You never scolded me or even said anything.
(Saying something is more minor than scolding. It would need the ‘even’)
