It's in the Present Continuous. The simple present would be like this: I go out with my friends all the time.

"be going to" is used to talk about future plans, because the decision has already been made. Ex. "I am going to graduate." "I am going to finish in July". The question, "Why don't you come too? is similar to asking "Do you want to come?". It's asking "is there any reason right now that you can't come later?" So it can be simple present.

Hey there, Are you talking about the part "Why don't you come?" Well, this happens a lot in my classes that's why I wanted to ask. "Why don't you come?" is in Present Simple form but used as a suggestion here. You can get the meaning in context. Imagine you're having a party and you say: Why don't we order pizza?
