What does "for example" exactly mean?
Does it automatically imply that the given example is a real scenario? Because the given example could also be theoretical or imaginary. In the later case should it be emphasized that the example is theoretical or imaginary to avoid ambiguity?

The word example by itself does not communicate whether it is real or imaginary. That can be communicated with a phrase:
Imaginary: for example, IF...
Real: for example, WHEN / IN 2010 / IN SPAIN...

It means what it means, which is: what follows is an appropriate example of the information I have just given.
But usually, you will find when real incidents are used as examples the setting is mentioned.
