Without context, the difference is purely geographical - coastal cities are close to the sea and other big cities are inland.

A big city can be anywhere, but they have a lot of people. Coastal cities are a long the coast. The coast is usually an ocean, but can be other bodies of water. Coastal cities can be big or small. It's about location, not size, for coastal cities.
