When the author says "many a roble from dissipating itself in tips in some Moscow hotel", the author means another person would have spent the money on tipping service workers at a hotel (in Moscow). However, this woman saves that money. This is just a guess, but the woman in the text might be quit miserly or stingy with her money. Is this text from Mrs. Packletide’s Tiger?

It's a very weird sentence, but it seems like she's very good at saving money, or at least, not spending it. Rouble is Russian currency, Franc and centime are French currency.
