I'm not sure why you can't see the English subtitles. Not all subtitles are available in all countries (I think because they have to be negotiated per region.)

Try adjusting the language setting in Netflix -> Account -> LanguagePreferences, though. Set your UI language to English. It's possible that there's just not enough demand for English subtitles in your country to show they by default.
