It's hard to make an exchange work. The only ones I've ever had work well were offline. My partners would just help me work out of my textbook. In theory it should work online, but it's never worked for me. Chatting for a half an hour in my native language is difficult for me even in my native language.

Good article, would echo this advice.  Have found that while language exchanges sound like a good idea it can be quite difficult to make them work in practice and often paying for classes works out better in the long run.

This tips are good only for those who has popular language as their mother tongue like english or spanish. And what those persons have to do who has less popular language as their mother togue like russian, estonian, lithuanian? Where will you find somebody for exchange?

Well done. The only advice I would add is that people should avoid exchanges until they have at least some ability to form basic sentences on their own. Having a bunch of phrases memorized, even if you have many, isn't going to help you produce the language your self. The thing with learning phrases is that you're not really learning the language, and if you don't get the expected response, you can become completely lost. And it's really tedious for partners to try to talk with someone who cant put their own sentences together. This is pretty clear form your story but since you invited people to skip it and go to part two, I thought this might be helpful.
