My idea is that it will be a modified form of English--call it "World English"--which, rather like Basic English, will be created and maintained by an international committee of scholars. It will probably have phonetic spelling and simplified grammar, but it will probably allow all of the words of natural English (rather than artificially restricting it as Basic English does).
It will be very frustrating to native speakers of national forms of English--US English, Canadian English, British English, Australian English, etc. because they will need to learn both their native English and also World English. And many of them will not learn World English well, and other speakers of World English will complain about their use of "dialect!"
