I came across this sentence, I believe it's a saying attributed to the Islamic scholar Ibn Taymiyya. It didn't have the حركات on the endings of the words, I put them on there. So I'm checking to see if I put the correct حركات on the word endings, in particular عامة, which I believe would be the فاعل of يقدر therefore making عامة in the case of رفع. Also a general translation would be helpful to compare with what I came up with:
ِكتابُ سيبويهِ ممّا لا يَقْدِرُ على مثلِهِ عامةُ الخلق

Translation:
The book of Sibawayh is a book that normal people cannot do (OR read OR write).
Meaning of يقدر upon the context is يقرأ (read).
The reason for that choice:
Since a book is a thing has two functions one that it is written and the other function is that it can be read by readers and because people are mostly readers not authors.
So, يقدر here may means the reading.
