I mean, for example, a surface of polymer. Like in a processe the web/surface are passing through a chemical treatment to improve surface properties. So when I was reading an article and books I saw this words used in this different ways, so I wanna know in witch context should I use web to talk about surface.
I hope you understand what I mean...

Hello Vinicius, Could you please give an example.

By web, do you mean world wide web (websites, webpages etc)?

My bad !. In the world of Web, there does exist dark web, deep web and surface web.

Coming to the polymers, if we go by general definition of words 'web' and 'surface', if polymer web is an object or body, then 'surface' would be the outer or upper or front layer of the polymer web or body.
I would not know, however, if Web and Surface are used interchangeably in your field of study.
Hope this is of help!
